Kingston Council focuses on intelligence-led enforcement

– New contract with NSL builds on earlier successes –

Kingston Council has confirmed its new partnership contract with NSL, the UK’s market leader in civil parking enforcement services. The new five year contract has options to extend up to 10 years and covers all civil parking enforcement, notice processing and the management of car parks across the borough as well as a number of new enforcement initiatives.

“We’re determined to ensure travel in and around the borough is fair, safe and convenient for everybody – from pedestrians and cyclists to bus passengers, car drivers and lorry drivers,” says Kingston Council’s Portfolio Holder for Residents Services, Councillor Phil Doyle.

“Our work with NSL has helped us to deliver efficient and effective enforcement over many years, and we’re delighted to be building on the success of this partnership with a number of significant new enforcement initiatives. Compliance with parking regulations is absolutely vital to help reduce traffic congestion and to minimise and address the inconsiderate and irresponsible behaviour of some motorists. The new contract with NSL provides us with an effective solution that will reflect the best interests of all members of the local community as well as the many visitors to the area.”

The new enforcement contract will see NSL’s 50-strong team take responsibilities for all on- and off-street parking enforcement, notice processing, cashless payment arrangements, a virtual permit solution, suspensions and dispensations, lines and signage and debt recovery. Significantly, it will also see the introduction of innovative ANPR technology and will feature advanced business intelligence tools to ensure progressive and targeted enforcement at all times.

NSL has provided civil enforcement services to the Royal Borough for more than a decade. The results of an additional pilot programme for environmental enforcement – introduced by the company at the end of last year – are also currently being assessed.

“We’re absolutely delighted to be continuing our long and successful partnership with Kingston Council,” says NSL’s Managing Director, Mark Hoskin. “Effective management of finite parking resources and compliance with parking regulations are vital for a busy and popular residential and commercial centre like Kingston.

“Our intelligence-led approach will provide a highly responsive and versatile enforcement solution to help keep traffic moving and to maintain accessibility for all road users. It will also help us to ensure the effective deployment of all Civil Enforcement officers and to maximise operational efficiencies at all times.”
