CAREY REDD NAMED DIRECTOR, NEW LONDON PARKING AUTHORITY
NEW LONDON – The City of New London Council approved Mayor Michael Passero’s appointment of Carey E. Redd II, Director, New London Parking Authority. “Carey Redd brings a wealth of experience, professionalism and parking know-how to the newly created post that will redefine the Parking Authority in support of economic development and visitation in the City of New London,” commented Mayor Passero.
Effective immediately, Redd will lead the New London Parking Authority administration of non-metered and regulated parking spaces in the City including Ft. Trumbull Municipal Development, Shaw Street and Pequot Avenue North Parking Zones, as well as its operation and maintenance of the City-owned Water Street Garage, Green Street and Tilley Street Surface Lots. Redd will report to Mayor Passero.
Redd, who is currently president of the New England Parking Council, is a Certified Administrator of Public Policy. He awarded the designation in 2010 by the International Parking Institute in cooperation with the University of Virginia.
Redd was previously the Associate Director of the Hartford Parking Authority. From the outset in 2002, Redd steadily increased parking revenue year over year before turning his attention to create a comprehensive on-street parking strategy in 2006. That strategy included the introduction of multi-space parking meters that accept credit card payments.
Mr. Redd stated that “NLPA’s strategic plan is to provide our residents and visitors affordable, clean, convenient parking citywide that enhances New London’s economic and community development.”

The New London Parking Authority was created in June 2015 by a City Council ordinance that amended the New London Municipal Code.
