City of Windsor launches new enforcement system powered by Passport

Real-time platform makes enforcement more accurate, convenient

Windsor, Ontario (Oct. 3, 2018) —  Passport, the industry leader in mobility solutions, announces the launch of a new enforcement platform for the City of Windsor. By upgrading to this new system, the city will now have immediate access to analytics. These analytics will provide information on parking trends, identify issues in high-ticket density areas and allow them to optimize their officers’ beats. The real-time data transfer functionality allows parking administrators to access parking notices information upon ticket issuance through Passport’s back office platform. At the same time bylaw enforcement officers can efficiently issue parking violation notices using wireless handheld devices and Bluetooth printers as opposed to docking a device. They can also monitor parking, conduct digital chalking and upload pictures of violations instantly.

The City of Windsor had extensively and carefully considered three options available for its enforcement operations. According to the August 28, 2017, City Council Agenda, the city identified three viable options:

Option A:

Keep the city’s current aging and unsupported parking enforcement provider

Option B:

Update the city’s enforcement hardware and keep the current provider

Option C:

Upgrade to Passport’s fully integrated enforcement platform in conjunction with Passport’s mobile app for parking payments

Considerations:

–       Officers would have to handle two bulky devices

–       More possible failures from current system

Considerations:

–       Costliest option with significant upfront financial contribution required

–       Bulky devices which may cause long term injury claims

Considerations:

–       Seamless integration between the mobile pay and enforcement systems

–       Real-time system with customized reports

–       Improved accuracy and compliance

“Passport was the clear winner from the three options the city considered,” said Bill Kralovensky, Windsor’s supervisor of parking enforcement. “Passport’s technology enables us to run our operations in real time, in a more efficient and cost-effective way, while also providing a better experience both for our parking enforcement officers as well as our customers.”

The city expects to write nearly 100,000 parking violations per year with the Passport system. In December 2017, the city launched Passport’s mobile pay platform, which will operate congruent with the enforcement platform. The new comprehensive solution will streamline the city’s enforcement process providing more accuracy and convenience, integrating both the mobile pay and enforcement systems together on the same platform. Passport’s enforcement platform has been certified by and integrated with the Ministry of Transportation of Ontario (MTO), enabling license plate lookups so the city can mail notices of impending convictions, fines and due date letters.

“The combination of our enforcement platform with our mobile pay solution will provide unmatched solutions for the City of Windsor,” said Conor Kelly, regional sales director at Passport. “Our technology will ensure bylaw enforcement officers are provided the support they need to do their jobs successfully, while real-time data will give administrators the tools they need to make data-driven decisions.”

With the platform the city has the ability to locate bylaw enforcement officers in real-time, pull ticket density reports and analyze parking patterns to continuously improve parking in the city. Passport is the technology provider for mobile parking payments in the City of Detroit, the Toronto Parking Authority, the Stationnement de Montrealand Buffalo, N.Y.
