Allpro Parking Introduces the Barnacle: The Less Intrusive Immobilization Device
(Buffalo, NY) – On November 1, Allpro Parking, LLC, a local leader in innovative parking solutions, will begin deploying the Barnacle® as their preferred method of parking enforcement. In order to run a comprehensive and professional parking operation, Allpro required an enforcement solution for those who fail to pay or follow regulations in their parking lots. This easy-to-use immobilization device simplifies parking enforcement; putting the customer in control over the release of the device.
After several warnings have been issued and immobilization becomes necessary, Allpro Parking will deploy the Barnacle instead of the parking boot. The device has two commercial grade suction cups that adhere to the vehicle windshield with 1,000 pounds of force. By obstructing the driver’s view, the Barnacle prohibits legal operation of the vehicle rendering it immobilized. The device is equipped with tamper alarms and GPS tracking. Drivers can easily remove the Barnacle by following the instructions printed on the device which allows them to pay online or over the phone 24 hours a day. After release, the driver is responsible to return the Barnacle to the drop box next to the Allpro Parking office.
“We value our customers and always want to provide the professional difference and a convenient experience,” Richard A. Serra, President and CEO of Allpro Parking said. “The Barnacle is a great solution for our company and for our customers – and is far less intrusive than the conventional methods of booting or towing. Parking with Allpro Parking is made easy.”
In addition to paying an attendant or by meter, Allpro Parking provides several other convenient ways to pay for parking with apps such as Passport Parking, HonkMobile, and ParkMobile; reserving parking in advance through ParkWhiz and SpotHero, and the newest method, Tap to Pay by HonkMobile, which does not require an app download. By using the Barnacle for enforcement, Allpro Parking hopes to ease the burden of immobilization for its customers.
“Allpro Parking is known for their award-winning customer service, and we are thrilled they are introducing the Barnacle platform to their offering,” said Kevin Dougherty, CEO of Barnacle Parking Enforcement. “We believe that enforcement is a necessary part of the customer service process, as it ensures fairness, space availability, and convenience to customers. The Barnacle system provides that enforcement in a customer friendly way that is fast and easy to resolve.”

Passport acquires Complus Data Innovations to enable more cities to facilitate curbside transactions
Acquisition reaffirms Passport’s commitment to building the industry standard for parking enforcement software
Charlotte, N.C. (June 6, 2019) — Passport today announces its acquisition of parking enforcement company, Complus Data Innovations (Complus). Together with Complus, Passport helps nearly 1,000 clients manage more than 15 million feet of curbside space – the distance from Los Angeles to New York City – through its industry-leading technology to regulate access to and collect digital payments for public parking, transit, and tolling systems. This acquisition extends Passport’s position as the leading public-sector mobility management platform.
Passport has placed an emphasis on helping cities manage and regulate access to their curb space, because poorly managed curbs can increase traffic congestion and create unsafe conditions on city streets and sidewalks. As the only tool deployed in the field to enforce parking compliance at the curb, enforcement systems ensure that city rules and goals are implemented fairly and efficiently across existing and emerging modes, such as micro-mobility.
“Compliance is the backbone of a city’s mobility operations and ensures effective and equitable usage of a finite and increasingly-strained resource: the curb. It is vital that cities have an efficient way to manage access to curb space,” said Bob Youakim, CEO of Passport. “With the acquisition of Complus, Passport can expand its international footprint, providing even more cities a strong, robust, real-time enforcement solution.”
Complus has been a leader in parking enforcement technology in the U.S. since 1986 and recently celebrated its 33rd anniversary. This deep industry expertise will help Passport strengthen its parking enforcement product, a foundational element of the company’s industry-leading suite of parking management solutions.
“In the past decade, Passport has emerged as an innovator and technological leader in the parking and mobility industry and has a strong track record of success. We are excited that our clients will now be a part of the Passport family,” said Eleonore Adkins, vice president of client success at Complus. “Together with Passport, Complus will be able to help clients better manage their operations and enforce parking compliance.”
This is Passport’s second acquisition in eight months to enhance its enforcement offering, following the acquisition of NuPark, known for its license plate recognition (LPR) technology. Along with the legacy NuPark and Complus teams, Passport is leading the way with the new industry standard enforcement solution, which provides real-time updates and reporting capabilities, integrates with LPR technology and enables enforcement officers to quickly and accurately write citations from a handheld device. With Passport’s cloud-based solution, cities can improve compliance and payments with more efficient enforcement. Additionally, the enforcement software connects with other mobility services through a central platform, allowing clients to grow and scale their operations.
Passport is transforming mobility management for cities, empowering them to create more livable and equitable communities. Passport’s mobility platform enables clients to digitally coordinate all modes of transportation and implement real-time, data-centric management of their curbside and streetspace through its enterprise software. Trusted by nearly 1,000 cities, universities and agencies, including Chicago, Toronto, London, Los Angeles, and Miami, Passport is one of the fastest growing companies on the Inc. 500 and Deloitte Technology Fast 500 lists. Passport is backed by Bain Capital Ventures, Grotech Ventures, MK Capital, and Relevance Capital. For more information, visit passportinc.com.

London Borough of Hounslow, UK: Clamping down on illegal night time parking
A new taskforce responsible for tackling night time parking violations has begun working across the borough.
The parking enforcement team will monitor all areas of the borough, looking out for parking violations to stop increasingly illegal behaviour that takes place in the evening and at night.
Vehicle owners who ignore parking rules will be given a fine of up to £110.
The new team has been introduced following complaints from residents about parking problems in the evening and at night.
Councillor Steve Curran, Leader of Hounslow Council said: “Some irresponsible drivers have started habitually parking illegally at night, thinking that they can get away with it.
“When a resident can’t move their car out from their drive or cross the road safely because a vehicle is blocking them it’s not on, and we’re doing something about it.
“Parking rules are there for a reason. Stick to them and you won’t be fined.”
This new initiative is being trialled for a year and will be reviewed thereafter.
Motorists are reminded that parking on double yellow lines is not permitted at any time.
Drivers should always check on-street signage to see if parking restrictions apply.
