Durham County Council extends parking enforcement contract with NSL, A Marston Holdings Company

 

 

LONDON – Durham County Council has awarded NSL, a Marston Holdings company, a five-year contract for the provision of parking enforcement services. The two organisations have been working in partnership since 2000 and, under the new contract, NSL will continue to provide enforcement of on and off-street parking regulations, including the management of park and ride sites and penalty charge notice processing. NSL is also operating Durham’s road user charging scheme, which was the UK’s first congestion charge when it was introduced in October 2002. The newly awarded contract is for five years and five months with an option for a further five years.

Dave Wafer, head of transport and contract services at Durham County Council, said: “It is important that we continue to enforce parking offences across County Durham. Compromising road safety or misusing bays designated for residents, businesses and people with disabilities can have an impact on people’s lives. We want everyone who lives, works in or visits the county be able to park safely and enjoy their stay, and enforcement is one measure which supports this.”

Throughout the period of the contract, NSL has helped to manage various council buildings and numerous special events including Lumiere, Bishop Auckland and Seaham food festivals, and Durham City Run, as well as external events such as Christmas festivals, Durham Miners’ Gala, Kynren Pyromusical and vintage vehicle rallies. The company has also provided high levels of support during the Covid pandemic with additional support at household waste recycling centres and supporting food banks over the Christmas period.

NSL has also project managed the introduction of Pay by Phone on behalf of Durham County Council to provide more customer payment options. This was introduced at the height of the pandemic, which reduced risk to customers as it eliminated the need to touch multi-use surfaces on pay and display machines. This deployment has proved to be extremely successful and around 40% of all transactions are now made using this service.

MARSTON HOLDINGS HELPS COUNCILS ENFORCE CONTRAVENTIONS BY FOREIGN REGISTERED VEHICLES

 

 

 

LONDON, 31 AUGUST 2021 – Marston Holdings has introduced a new notice processing and enforcement service that will help councils to effectively enforce contraventions committed by foreign registered vehicles (FRVs) on British roads.  These vehicles are more likely to contravene traffic and parking regulations than drivers of UK registered vehicles as well as being less likely to pay the penalty charges which they incur.

 

This pan European debt recovery service for councils is delivered in conjunction with ParkTrade, a Swedish technology company that is part of Marston Holdings, which has established access to many national Vehicle Licencing Agencies (VLAs).  This relationship enables Marston to access European vehicle registration databases on behalf of clients to identify and process contraventions by FRVs as well as providing debt recovery services across Europe through Marston Recovery.

 

According to Mark Hoskin, Group Business Development Director at Marston Holdings:  “Many penalty charge notices are simply written off by councils as it is often impossible to trace the owners of FRVs and, even when they can be traced, there is no legal process by which they can be made to pay civil penalties. As well as protecting revenue for local authorities, this service sends out a message to foreign and UK drivers alike that the rules apply to everyone.”

 

Using this service, councils no longer need to write off all debt incurred by FRVs from many European countries for parking, moving traffic, clean air and low emission zone contraventions.

EPPING, ESSEX, 28 APRIL 2021 – Folkestone & Hythe District Council has awarded NSL, a Marston Holdings company, a three-year contract extension for the provision of parking enforcement and debt recovery services. Under this contract, which was originally awarded in 2017, NSL will continue to provide enforcement of on and off-street parking regulations, including the management of coastal car parks, special events and ongoing liaison with the police.

 

A Folkestone & Hythe District Council spokesperson said: “Over the period of the contract, NSL has consistently demonstrated the ability to enforce parking contraventions in a fair and professional manner whilst acting as a seamless extension to our own services.  Also, when required, the company has gone the extra mile to assist in other areas including the enforcement of illegal HGV parking in residential areas near the M20.”

MARSTON HOLDINGS JOINS LONDON-WIDE PLEDGE TO ACT ON ENGINE IDLING

 

 

EPPING, ESSEX, – Marston Holdings, the UK’s largest provider of transportation and enforcement services, has announced that it has joined theLondon-wide pledge to act on engine idling.  The company has pledged support to Idling Action’s pan-London #EnginesOff campaign and is helping to tackle the avoidable air pollution caused by drivers sitting in stationary vehicles leaving their engines running.

 

Fully supported by the Mayor of London, this is a public pledge for businesses and local authorities to reduce vehicle emissions and tackle avoidable air pollution by asking their fleet drivers and employees to avoid idling their vehicles wherever possible. The Idling Action Project is jointly led by Camden Council and City of London Corporation.  It has been running since 2016 and over 31 London authorities have joined forces in a bid to cut dangerous vehicle emissions.

 

Councillor Adam Harrison, Cabinet member for a sustainable Camden, commented:  “I am delighted that Marston Holdings is supporting our Idling Action London Engines Off campaign and has pledged to switch off engines wherever possible.  Asking drivers not to idle their engines is a simple action which can help to reduce vehicle emissions and ensure cleaner air for Camden residents and all those living and working in London. We would encourage all businesses thatoperate vehicles across London to follow Marston Holdings’ lead in signing up.”

 

As part of the pledge, Marston Holdings has implemented an engine idling policy and has educated drivers and employees on the importance of avoiding idling whilst travelling to work or operating vehicles on the company’s behalf. According to Nick Ruxton-Boyle, Director of Environment at Marston Holdings:  “The renewed call for action comes amidst emerging evidence that air pollution is linked to poor recovery and higher infection rates of COVID19 due to damage caused to the lungs. It is now more important than ever to act on pollution.”

 

Marston Holdings has provided drivers with guidance on how best to reduce air pollution caused by vehicles to protect their own health as well as pedestrians.  It has also implemented a policy to further reduce emissions by switching to cleaner vehicles as they become due for replacement.

About the Idling Action project
Vehicle Idling Action is a London-wide behaviour change campaign which is helping to reduce localised air pollution caused by motorists leaving their engines running when parked.  The project has been awarded funding as part of the Mayor’s Air Quality Fund Round 3 and involves 30 London local authorities and the City of London Corporation. As well as the delivery of idling action events, in which teams of volunteers, local authority officers and project staff work to educate both motorists and pedestrians, the project is delivering school workshops, engaging with businesses, offering vehicle fleet training, and is working with all local authorities to ensure idling regulations are enforced across London.  The Idling Action Project has been running since 2016. MARSTON HOLDINGS PARTNERS WITH HOMELESS CHARITIES TO HELP PEOPLE BACK INTO THE WORKPLACE

 

 

EPPING, ESSEX, 30 NOVEMBER 2020 – Marston Holdings, the UK’s largest provider of transportation and enforcement services, has partnered with the homeless charity St Mungo’s and Radical Recruit, a not-for-profit organisation which bridges the gap between disadvantaged job seekers and the business world.  This partnership is helping some of London’s homeless people back into the workplace.

 

According to Emma Freivogel, founder of Radical Recruit:  “ We are delighted to partner with Marston Holdings which has proved that ‘doing good’ and driving business success do not have to be mutually exclusive. The people we represent are often viewed through a lens of mistrust and assumed to lack the motivation, skills and abilities to secure and sustain employment.  Subsequently, they are discarded on the ‘talent scrapheap’. This is a waste of human life, bad for business and detrimental to the economy. We are grateful that businesses such as Marston Holdings exist.  Its leadership, especially in the current economic environment, is indispensable.’’

 

The pandemic has seen many of London’s homeless being temporarily housed in hotels across the capital. St Mungo’s case workers and Radical Recruit have been working with over 100 men and women, some as young as 18, preparing them for life back in the working world by assessing their interview and work readiness, supporting with CV development and running one-to-one interview coaching sessions.

 

Marston Holdings has run two recruitment days attended by around 40 people who heard about the company, its values and ways of working as well as available career opportunities.  Interactive Q&A sessions helped put the candidates at ease and answered their questions prior to the formal interview process.  Nine candidates have now joined frontline teams at NSL working on contracts including Camden, Islington, Westminster, and Lewisham. A further four candidates are being interviewed for other positions in and around London.

 

“I am really proud to have been involved in the project both from a commercial and personal social value point of view.  Too often we overlook people based on their personal circumstances but when you dig deeper and get to know them, you realise that they have so much to offer and just need a helping hand to kick start their lives and reach their true potential,” added Paolo Orezzi, NSL’s Service Director.
