LAZ Expands Parking Enforcement & Meter Management Business with Purchase of Serco Parking Services

 

Hartford, CT – May 5, 2021LAZ Parking Chairman and CEO Alan B. Lazowski announced Wednesday that LAZ has acquired Serco Parking Services, the parking enforcement, and parking meter management services of Serco Inc., a leading public services provider. The deal closed May 1.

 

Based in Los Angeles, CA, Serco Parking Services works exclusively with government agencies. It is the largest private provider of outsourced on-street parking enforcement and meter management solutions in the U.S. Services include parking enforcement, collection and maintenance of parking meters, and traffic control. Muhammad Mansoor, a highly respected and experienced professional in the industry, especially within the California market, heads Serco Parking Services. Serco’s current customers include major US Cities including San Francisco, West Hollywood, Inglewood in California, and Montgomery County in Maryland. Mansoor and his leadership team have a combined 165 years of experience in the parking industry and are among the 230 Serco employees joining LAZ as part of the deal.

The acquisition increases the number of metered spaces LAZ manages nationally by 40,000 and brings total meter revenue collected annually to nearly $300 million, more than doubling the amount collected by LAZ previously.

EPPING, ESSEX, 28 APRIL 2021 – Folkestone & Hythe District Council has awarded NSL, a Marston Holdings company, a three-year contract extension for the provision of parking enforcement and debt recovery services. Under this contract, which was originally awarded in 2017, NSL will continue to provide enforcement of on and off-street parking regulations, including the management of coastal car parks, special events and ongoing liaison with the police.

 

A Folkestone & Hythe District Council spokesperson said: “Over the period of the contract, NSL has consistently demonstrated the ability to enforce parking contraventions in a fair and professional manner whilst acting as a seamless extension to our own services.  Also, when required, the company has gone the extra mile to assist in other areas including the enforcement of illegal HGV parking in residential areas near the M20.”

Three units of the newest Westward Industries’ GO-4 EV are the latest green and sustainable addition to the current Airport fleet.  The GO-4 is the only long-lasting vehicle designed specifically for parking enforcement.

 

 

 

Winnipeg, MB– Manufacturer Westward Industries, in partnership with Municipal Maintenance Equipment (MME), U.S. based dealership, have recently delivered three green and sustainable vehicles to SFO Airport. PINNER, MIDDLESEX, UNITED KINGDOM, 2 FEBRUARY 2021 – Videalert, one of the UK’s leading suppliers of intelligent traffic enforcement and management solutions, has announced that it has achieved Vehicle Certification Agency (VCA) approval for ‘Over the Air’ data transmission from mobile enforcement vehicles (MEVs) whilst in operation. West Hollywood Implements Digital ‘Permit-by-Plate’ Technology with Conduent Transportation

 

 

 

The City of West Hollywood’s Parking Services Division will launch a new digital “Permit-by-Plate” system for visitor parking permits so residents can skip a trip to the parking office at the Kings Road Garage. Instead, residents will be able to register for visitor parking permits through the web by using a computer or mobile device and visiting www.weho.org/parking. The new system establishes a safe and ‘touchless’ method for visitor parking permits as the City continues to respond to the COVID-19 pandemic.

 

The City’s Permit-by-Plate system is scheduled to begin operating on Monday, January 4, 2021. Residents who prefer to register and pick-up visitor parking hangtags in person at the Kings Road Garage may still do so. Hangtag permits will no longer be issued at the West Hollywood Sheriff’s Station effective Monday, February 1, 2021; Kings Road Garage will continue to provide hangtags. This is the City’s next step in moving to a more efficient and convenient permit process.

 

“The City of West Hollywood’s Permit-by-Plate program is a great example of how technology can help save time and energy for residents and make things safer for everyone as we all seek ways to maintain social distance during COVID-19,” said City of West Hollywood Mayor Lindsey P. Horvath. “Instead of stopping by Kings Road Garage to pick up visitor parking permits, the City’s new technology will provide digital access for West Hollywood residents to apply for visitor parking permits online quickly and easily from anywhere.”

 

The City of West Hollywood’s Permit-by-Plate program will add new convenience to the process of applying for visitor parking permits, which allow guests to park near a West Hollywood resident’s home within a preferential parking district. Preferential parking districts are residential areas with streets or boundaries where parking restrictions require vehicles to display a valid permit to park during certain hours. Visitor parking permits are valid for a one-day period and can be registered up to five days in advance using a vehicle’s license plate.

 

Parking enforcement officers will use license plate reader technology via cameras mounted on enforcement vehicles to scan plates to determine whether parked cars have the appropriate permit on file. Handheld devices carried by parking enforcement officers will also have the capability of validating a license plate. This new process eliminates the need for physical visitor parking permit hangtags. Visitor parking permits are issued free of charge and are intended for residents to accommodate friends, relatives, and guests for specific and occasional events.

 

West Hollywood residents will be able to use the new Permit-by-Plate program by visiting www.weho.org/parking from a computer or mobile device and clicking on the visitor parking permit link. Users will be redirected to a web-based application process and will be asked to provide a West Hollywood street address to be verified for permit eligibility. This verification process will require an uploaded image or PDF document with proof of residency, such as an identification card, driver license, property tax bill, signed rental lease, or utility bill.

 

Once approved, residents can manage visitor parking permits using the self-service web area to request additional permits, assign vehicles to permits, and review available visitor permit points. The Permit-by-Plate process is being implemented to supplement to the existing process of in-person permit registration and online process for permit renewals. Once an account is set-up and a resident orders visitor permits electronically, they will no longer be able to obtain paper permits.

Policia Municipal de Madrid has equipped 25 of their police patrol cars with mobile ANPR/ALPR cameras provided by Tattile. Each of the vehicles now carries a modern and equally simple architecture consisting of two ANPR cameras connected to a tablet computer. The information generated by the cameras focusses on photos taken from vehicles and herein the automatic number plate recognition. These number plate data are matched in extremely low latency with specific blacklists in a database.

 

 

This method using the integrated vehicle plate recognition software allows checking a number plate on several kinds of possible violations such as the absence of vehicle insurance, the absence of a valid technical revision plate, but also crime offences such as stolen vehicles or duplicated number plates.

Thanks to its embedded functionalities (OCR on board, GPS and Access Point Wi-Fi Integrated) and its low power consumption of just 15 W the Tattile ANPR mobile cameras allow quick ANPR camera installation in the police carand movement from one vehicle to another. Daily, each parked car is scanned using our handheld Politess LPR Inventory app on rugged Zebra devices.  A complete tally of all parked cars is made in a web based hosted office available for any authorized user complete with photos linked with location and time stamp.
