LONDON  – The London Borough of Barking and Dagenham (LBBD) has upgraded its network of CCTV cameras after switching to a new hosted Videalert platformto enforce a wide range of moving traffic contraventions including weight limits, bus lanes, banned turns and box junctions. The five-year contract will see the replacement of the legacy Siemens attended and unattended CCTV enforcement camera solution.

Videalert will be installing forty six ONVIF-compliant digital HD CCTV cameras that operate in unattended mode and capture high quality images to minimise discard-rates, increase productivity and help reduce the number of appeals.  The hosted platform allows LBBD to maintain a whitelist of exempt vehicles including buses, taxis and emergency vehicles to further improve efficiency.  Importantly, Videalert will provide a phased transition in parallel with the introduction of a new Back Office Notice Processing system to ensure minimal downtime during the changeover process.

 

Videalert’s solution also provides a digital attended enforcement facility that utilises LBBD’s existing community safety cameras.  What is more, the platform includes integration with existing mobile enforcement vehicles from third party suppliers, enabling the council to take a phased approach to migrating from existing assets that are nearing end of life.

 

Captured evidence packs will be stored on Videalert’s hosted digital video platform where they can be accessed and reviewed securely over the internet.  Validated evidence packs will be sent to the council’s back office system to issue penalty charge notices (PCN).  Videalert’s flexible hosted platform makes it a quick and cost effective process to deploy enforcement as it does not require the installation of any IT at the council’s offices.

LANCASHIRE COUNTY COUNCIL SWITCHES TO VIDEALERT’S HOSTED PLATFORM TO ENFORCE BUS LANES

 

 

 

PINNER, MIDDLESEX, 7 APRIL 2020 – Lancashire County Council has switched to Videalert systems for the enforcement of bus lanes throughout the county.  The decision to standardise on Videalert’s hosted CCTV enforcement platform was taken to provide the council with the ability to manage multiple contravention types using a single platform.  Marston Holdings group companies Videalert and NSL were selected to deliver a new enforcement solution that offers 99% uptime with increased productivity.

 

Peter Bell, parking and regulation manager at Lancashire County Council, said: “The singleplatform approach coupled with significant uptime demands meant our old cameras wereseriously impacting on the effectiveness of our bus lane and ongoing parking enforcement strategy.  Bus lanes improve travel times for people using public transport, and the Videalert system enables us to meet our compliance objectives by delivering a consistently higher level of performance, as well as providing the highest availability.  The platform also delivers better value as future-proofing is built-in and additional camera assets and enforcement applications can be cost effectively added as required.”

 

The council has initially installed Videalert bus lane cameras in 15 locations in Preston, Burnleyand Lancaster.  The ONVIF-compliant, digital HD cameras went ‘live’ before the end of December 2019 and capture high quality images to minimise discard-rates, increase productivity and help reduce the number of appeals.

 

County Councillor Keith Iddon, cabinet member for highways and transport, commented: “The bus lanes are there to give priority for buses, and enforcing them helps to ensure that everyone follows the rules, and the system works as it should.  I hope that we don’t make a penny from penalty notices once the cameras are working, as it will mean that people aren’t abusing the bus lanes.”

The council already has a strategy to roll out the new system to the other locations.  It is also considering other applications, including red routes and Mobile Enforcement Vehicles, to add to Videalert’s digital video platform, which can simultaneously support multiple traffic management and enforcement applications, such as clean air and low emission zones using the same infrastructure.

REDBRIDGE PILOTS SCHOOL STREETS PROGRAMME WITH VIDEALERT

 

 

 

PINNER, MIDDLESEX, UK – 25 FEBRUARY 2020 – The London Borough of Redbridge has awarded Videalert a contract to install CCTV enforcement cameras as part of the ‘Redbridge School Streets’ pilot programme.  Funded by the Mayor of London and Transport for London, this programme supports the council’s continued action to protect children from air pollution and traffic and to promote walking, scooting and cycling during their journeys to and from school.

 

 

Under the innovative scheme, roads leading to three schools in the borough – SS Peter and Paul’s Catholic Primary School, Gordon Primary School and Fairlop Primary School will be closed to traffic at the start and end of the school day during term time.  Complementing the road closures will be the council’s established programme of active and sustainable transport initiatives through the School Travel Planning process.

 

Redbridge Council Leader Cllr Jas Athwal said: “We have a duty to protect our children’s health, both as a council, and also as members of the community ourselves.  Targeting congested areas outside of schools will cut down on pollution caused by traffic, and also make roads much safer for children.  We know that air quality is a top concern for parents and that’s why we’re working on initiatives such as this to build a cleaner and safer environment for our residents and mitigate the impact pollution has on local young people.”

 

The contract, awarded through Skanska, will see Videalert installing the latest ONVIF-compliant HD cameras to enforce the no entry zones outside these schools.  The council will be installing signs to notify drivers that these roads can only be accessed by cyclists and pedestrians at the displayed times.   Exemptions will apply to residents and businesses in the zone and blue badge holders requiring access. Non-exempt vehicles that enter the closed streets during the peak times will be identified by Videalert’s automatic number plate recognition (ANPR) cameras.

 

Video evidence will be transmitted to Videalert’s hosted digital video platform where evidence packs can be viewed and validated prior to sending to the council’s back office system for the issuance of penalty charge notices (PCN).  To reduce the number of appeals, PCN recipients will be able to view still photographs and video footage of the alleged offence over the internet.

WILTSHIRE COUNCIL DEPLOYS VIDEALERT MOBILE ENFORCEMENT VEHICLE

 

 

LONDON, 29 JANUARY 2020 – Videalert, one of the UK’s leading suppliers of intelligent traffic enforcement and management solutions, has supplied Wiltshire Council with a new mobile enforcement vehicle (MEV) which is initially being used to enforce residential permit parking in Salisbury.  The vehicle is equipped with a complete suite of Videalert software giving it the ability to be used in future for a wide range of safety-related parking applications including bus stops and the enforcement of keep clears outside schools.  The council is also deploying Videalert cameras to enforce two bus gates in Devizes.

 

According to Joanne Pattison, Parking Manager at Wiltshire Council:  “Videalert has provided thecouncil with a flexible, hosted solution that will help us to significantly increase the productivity of the whole parking team.  It will also enable us to cost effectively extend enforcement to other safety-related applications as required and provide a more efficient service.”

 

Videalert supplied a Peugeot 108 equipped with two roof-mounted ANPR cameras and two colour cameras to capture contextual video evidence.  The ONVIF-compliant cameras accurately capture reflective number plates at distances of up to 40 metres with capture rates of up to 98%.  Importantly, this can be achieved with just a single pass at normal road speeds.  Used in conjunction with the latest video analytics, the system delivers the highest productivity at the lowest operating cost in any traffic environment.

 

Wiltshire Council is also installing Videalert cameras to enforce bus gates located at two housing developments in Devizes.  These locations, situated next to main arterial routes into the market town, have previously been controlled using rising bollards, which have proved to be increasingly unreliable due to water damage.  The first cameras have been installed at the Newman Road bus gate and will provide uninterrupted enforcement around the clock whilst delivering cost savings by eliminating the ongoing maintenance liability of the rising bollards.

VIDEALERT AWARDED ENFORCEMENT CONTRACT FOR BATH’S CLEAN AIR ZONE

 

 

STAND CO25, TRAFFEX, NEC BIRMINGHAM, 3 APRIL 2019 – Bath and North East Somerset Council (B&NES Council) is extending its Videalert CCTV enforcement platform with the installation of additional cameras for its approved class C clean air zone (CAZ) that gives exemptions to private cars but charges higher polluting buses, coaches, HGVs, LGVs/vans, private hire vehicles and taxis.  Videalert was awarded the contract to ensure full and seamless integration with the council’s existing hosted digital video platform which is already being used to enforce a wide range of restrictions including bus lanes, bus gates and permit parking.

 

 

B&NES Council was one of 28 councils directed by the government to prepare an action plan to urgently reduce high levels of nitrogen dioxide (caused by vehicle emissions) to within  EU and national limits  by 2021 at the latest.  The authority had originally proposed a Class D CAZ,charging all higher emission vehicles, including cars, to drive in the city centre. However, following further ongoing technical work and a public consultation in December – which garnered an unprecedented 8,421 responses – a class C option with additional traffic management, was agreed.

 

According to Chris Major, group manager for Transport and Parking at B&NES Council:  “The new charging class C CAZ will achieve compliance by 2021 apart from a single exceedance caused by localised traffic issues.  We believe this will be resolved by installing traffic signals at two junctions.”

 

Videalert will be installing HD ANPR cameras to enforce the new CAZ scheme at key road junctions across the designated boundary. The hosted Videalert platform will automate the management and enforcement of this new zone, providing real-time identification including vehicle make, model, colour and euro standard rating for pre-filtering and updating the whitelist of compliant vehicles held at the edge to minimise transmission costs. Information on non-compliant vehicles will then interface with the UK government’s new national clean air zone database for vehicle validation and payment.  The system will also provide detailed analytics and impact analysis highlighting the reduction in non-compliant vehicles entering the zone over time.

The CAZ should commence operation at the end of 2020. The daily charge will be £9 for non-compliant taxis, private hire vehicles and light goods vehicles (the minimum standard being euro 6 for diesel and Euro 4 for petrol), and £100 for buses, coaches and HGVs (the minimum standard being euro 6).
